캄보디아에서 건설업을 하려면 한국처럼 건설업 허가를 받아야고 하는데, 주관하는 부처, 자격요건, 종류 및 소요비용은 어떻게 되는지요?

캄보디아에서 사업을 하는 건축 설계 회사 및 건설회사는 Ministry of Land Management, Urban Planning & Construction(MLMUPC, 토지관리,도시계획 및 건설부)의 관할으로 건설 관련 회사는 MLMUPC에 사업면허를 신청하고 면허와 발급에 대한 규정 요금을 납부한 후 Ministry of Economy & Finance산하의 세무서에 사업자  등록을 해야 합니다.

건축 설계 회사 및 건설 회사는 근무하는 건축 설계사와 건축 기사의 경력과 직원 수, 수행한 건축 프로젝트의 규모, 자본금 규모에 따라 4가지로 분류됩니다. 설계 및 건설 면허는 발급일로부터3년간 유효하며, 사업 면허 갱신은 유효만기일 이전 30일 이내에 MLMUPC에 재 신청 해야 합니다. 사업 면허 갱신의 경우 회사는 이전 면허증과 납세필증을 첨부해 건설부에 제출해야 한다. 설계 회사 및 건설 회사는 매년 말에 1년간의 사업활동에 대한 보고서를 건설부에 제출해야 합니다.

신청서류로는 건설업 신청서 4부, 소유주 및 대표 이력서 각4장 (사진 4X6), 주, 시정부가 공증한 신분증 사본 2부, 소유주와 대표의 사법기록 1부, 기술이사 이력서와 사진 4장, 회사 정관 사본 4부 등이 필요합니다. 참고로 캄보디아가 아닌 다른 나라에서의 기술자의 경력이나 실적은 인정하고 있지 않습니다.

소요비용은 종류별로 다르나 4,000불내지 10,000불 정도가 소요됩니다. 이 비용은 정부에 납부하는 공식비용 뿐 만 아니라 자격이있는 경력자 및 공사실적을 빌리는 비용을 포함한 것입니다.
