캄보디아 전기 사정, 2015년에는 풀린다

지난 연초 훈센 총리는 지난 2009년 7월 중국의 국가전력망공사가 4천7백10만 달러를 들여 건설을 시작했던 끼리롬 III 수력발전소 (발전 용량 18메가와트)의 완공과 공식적인 전기 생산을 선언했었다. 그는 이 발전시설이 전력 부족과 디젤 연료 전기에 대한 의존도를 줄일 수 있을 것이라고 말하며, 전기 부족을 감소시킬 뿐 아니라 석유 연료 전기에 의존성을 줄이는데도 도움을 줄 것이라고 말했다.

총리는 캄보디아 모든 분야에 투자하는 중국 투자자들의 지대한 관심에 감사를 표하며 정부를 대표하여 중국 투자자들에게 캄보디아 투자를 권장한 중국 정부에 감사를 표한다고 말했었다. 이어 총리는 전 세계적으로 석유 가격이 급증하는 상황에서, 수력발전소에서 발생된 전기는 전력 공급의 지속 가능한 원천이 될 것이라고 덧붙였다.

수이 셈 산업자원에너지부 장관은 개관식에서 이번 사업은 캄보디아 정부와 30년 BOT방식으로 건설되었으며, 생산되는 전기는 KW 당 7.91 센트의 가격에 캄보디아 국영 전기로 판매된다고 말했다. 장관은 현재 캄보디아는 790 MW의 총 전력을 확보하고 있는데, 이 중 196MW는 베트남에서, 95MW는 태국에서, 2MW는 라오스에서 구입한 것이며 나머지는 현지 수력 댐과 석유 연료 발전소에서 생산되고 있다고 말했다.

이어 장관은 끼리롬 III 댐은 중국이 투자한 세 번째 수력발전 댐이며, 먼저 생긴 두 개의 가동중인 댐은 깜뽕스쁘에 위치한 12 MW 용량의 끼리롬 I 댐과 깜뽓에 위치한 193MW의 캄짜이 수력 발전소라고 말했다. 그는 이 외에도 3개의 수력 댐 ( 246 MW 용량의 타타이 강 수력 댐, 120 MW의 아타이 강 수력 댐, MW메가와트 용량의 으루쎄이 츠럼 크롬)이 중국기업의 투자로 캄보디아 내에 건설되고 있다고 말했다. 모든 프로젝트는 2015년 안에 완공될 예정이며, 발전시설들이 모두 가동하면 프놈펜을 비롯한 캄보디아 남부지역 전기 사정은 원활하게 이루어 질 것이라고 예상했다.#
